So that means don't do laundry at 11pm (especially when I share a wall with the washer/dryer.) And don't rake leaves at 11pm especially when my window is right by the entry-way.

I think you need to put a passive-aggressive note on the washing machine / dryer. She obviously needs a daily reminder.
As my old pappy used to say, "Show some consideration for the rights of others". Words to live by.
No passive aggressive notes! Just go out and unplug the damn thing! You've tried being nice and she still doesn't get it! She's either a real tool or just really stoopid! Yes, I spelled it wrong on purpose!
